Rashida Williams Castillo – Director

Rashida Williams‑Castillo is a senior finance executive with over twenty-two years of experience in the water industry with focus on financial management, accounting, and corporate governance. She serves as Chief Financial Officer of Belize Water Services Limited, where she provides strategic financial leadership and advises the executive team and Board on financial performance, regulatory compliance, and long‑term sustainability.

Since joining Belize Water Services Limited in 2004, Rashida has held progressively senior roles, including Assistant Accountant, Management Accountant, and—since 2012—Chief Financial Officer. Her responsibilities include oversight of financial planning and analysis, treasury operations, internal controls, and corporate reporting, with a strong focus on aligning financial strategy with organizational objectives.

She brings extensive board and fiduciary experience, particularly in pension and cooperative governance. Rashida is the Chairperson and Trustee of the Belize Water Services Pension Plan, where she provides leadership in fiduciary oversight, investment governance, and regulatory compliance. She also serves as a Board Member and Treasurer of St. John’s Credit Union Limited and is President and Trustee of the St. John’s Credit Union Pension Plan, contributing to sound governance, financial stewardship, and member‑focused decision‑making.

Rashida holds a Master of Business Administration from Edinburgh Napier University, and a  Bachelor’s Degree in Accounting from the University College of Belize.

She is recognized for her integrity, strong governance acumen, and sound professional judgment, and is valued for her ability to contribute financial insight and oversight at the board level.
