The Oregon Water Resources Department is recruiting for our Technical Services Division Administrator
Oregon Water Resources Department, Oregon’s state water management agency, is currently recruiting for a Technical Services Division Administrator to oversee 35+ staff in providing professional, high-quality technical work and products. This position is a great opportunity for a mid- to senior-level manager interested in working in the water quantity sector on complex water management and technical operational issues. This position provides a mix of staff management, training, and mentoring, along with project management, fiscal responsibilities, and work on process and technological improvements.
The position will be responsible for assisting with complex water management issues, including opportunities to visit field sites and engage in public meetings across the state.

What you will do
The TSD Administrator implements the State’s Integrated Water Resources Strategy technical and scientific recommendations, ensuring quality and timeliness of scientific and technical information produced by the Department. This information is the basis for decisions made to implement the technical and scientific budget in the department and to allocate and develop water resources across Oregon.
This position supervises: the State Engineer and Dam Safety staff, who inspect statutory dams across the state; the Groundwater Manager, who delivers groundwater analyses to internal and external customers to drive and support decision-making; the Surface Water Hydrology Manager, who delivers hydrologic and hydrographic analysis as well as water use data to internal and external customers to drive and support decision-making; and the Well Construction & Compliance/Enforcement Manager, the program which protects Oregon’s groundwater resources through proper well construction.
This position reports to the Deputy Director of Water Management.
Specific duties include:
Division Administration
Authorize the distribution of available resources to meet division program needs; maintain and support division staff through supervision, hiring, quarterly check-ins, coaching, discipline, affirmative action, training, respond to employee grievances in coordination with the Human Resources Section, and provide a safe and supportive environment.
Division Program Implementation
Program implementation includes management of Oregon’s Dam Safety program, flood and drought coordination, well construction standards and well driller licenses, formal enforcement actions, groundwater resource study and protection, water availability, hydrographic and hydrologic studies, ET studies, and Water Use Reporting program. Evaluate division programs, policies, statutes and rules to identify necessary changes to advance the Department’s goals and mission.
Agency and Division Program Development
Develop and participate in the internal development of agency and division priorities, work schedules, budgets, and legislative actions with the Director’s Office, Agency Coordinating Team (ACT), Agency Management Group (AMG), and staff.
Communication
Review staff reports and other materials for accuracy and clarity; participate in Water Resources Commission meetings; provide information to the legislative and executive branch on Department programs; make presentations on behalf of the Department; establish and manage advisory committee and task force efforts as appropriate; conduct division staff meetings and contribute to all-staff meetings; communicate with staff using clear and understandable language; use interpersonal skills to maintain healthy work environment.
Special Projects
Coordinate Department efforts on studies, projects, rulemakings, and strategic initiatives as assigned by the Director or Deputies. Other duties as assigned.
Oregon’s 2021 Legislature passed a landmark water package including significant investment in well construction management, Dam Safety, and the Groundwater and Surface Water programs of the Department. These programs lie within the Technical Services Division (TSD).
