Kelvin Romain is a seasoned water sector professional with a specialization in Non-Revenue Water (NRW) management. He holds a Master’s degree in Business Management from the University of Bedfordshire, along with an Advanced Diploma in Non-Revenue Water Best Practices.
With over 30 years of experience in the water and wastewater industry, Kelvin has held several senior leadership roles, including Chief Executive Officer and Director of Water Management Services at the Water and Sewerage Authority (WASA) of Trinidad and Tobago.
A pioneer in water loss control in the region, Kelvin was instrumental in the early implementation of telemetric water monitoring systems and the rollout of District Metered Areas (DMAs) in Trinidad and Tobago—initiatives introduced three decades ago. He has also led significant advancements in leak detection technology within WASA, helping to modernize and improve system efficiency.
Kelvin is a co-founder of the Water Loss Specialist Group within the Caribbean Water and Wastewater Association (CWWA), where he actively supports training and capacity development for water professionals across the Caribbean. He currently serves as one of the Vice Presidents on the CWWA Board, continuing his commitment to innovation, leadership, and regional collaboration in water resource management.
